Here's a fact most cigar retailers don't learn until they cross a state line: Pennsylvania is one of only two states that charges no excise tax on cigars at all. Large cigars, premium sticks, cigarillos — none carry a state tobacco products tax here. Little cigars are the exception; the state treats them like cigarettes at $2.60 a pack. For a cigar-focused shop, that tax gap is a real margin advantage, and it's worth building your inventory mix around. You'll still need the Pennsylvania Department of Revenue retail license, about $25 a year, and Philadelphia adds local rules the rest of the state skips. But on cigars specifically, Pennsylvania is one of the friendlier markets in the country.
