Maryland doesn't dress up what it's taxing — the state retail license is literally called the Other Tobacco Products Retailer License, issued by the Comptroller for about $300 a year. That name tells you cigars, pipe tobacco, and smokeless are squarely in scope. Maryland also carries one of the higher cigarette taxes in the country at $3.75 a pack, and it has a partial flavor restriction that can reach certain products, so it pays to confirm scope before you stock flavored cigars. This is a higher-tax, tighter-rule market than its neighbors in Virginia or Pennsylvania. For a buyer, that raises the stakes on sourcing efficiently and knowing exactly which products the flavor rules touch.
